Can I fly a women directly from the philipines to USA?

I am a US citizen. I met a women from the Philipines that happens to be my cousin's wife's sister. Professional circumstances make it difficult for me to fly to the Philipines. Is there any way I can file for a marriage visa and fly her directly to the USA?

If you are talking about a fiancee visa, you must actually have met her before and be able to prove it or else you cannot get one for her. The only exception is if your religion does not allow for you to meet her in person before marriage.

If I fly to the Philipines to meet her, What would constitute proof? Would I need to take a picture?

Yes, a few pictures, plane ticket to the Philippines, stamp in your passport from the Philippines, hotel stay in the Philippines, etc.
